The Drill anvil hopper is a GUI item in Jotraeline greatforge NPC at the darven mines.
Drill Anvil Hopper
To get the drill anvil hopper, all you needed is a drill and any other item, dirt, cobblestone, anything. you put the drill in the drill slot, and any other item in the other slot, and you could just take the Drill Anvil Hopper, but now, the item is unobtainable and only few players have obtained it.

The barrier is still obtainable such as why I won't tell it's method.
